Just level a character to level 85 and use the BiS gear from pandaria that is usable with level 85. Due to the scaling in this level range, you easily get 80%+ mastery and all the other stats are also on insane levels

How about NO.. We're both at lvl 80 and there is a trick to do insane damage, I'll post it when I have time, I'm currently moving and it takes a year to write an bibel from my phone

It's like 100% Additional Haste hehe, but I prefer Alchemy (as you see on the hunter) since it gives around 1k Flat AP and 15% Crit
And the Cloak enchant from tailoring is around 2000 INT
