So I have my personal Bnet account with with three accounts in it .One active and the two other account are not active at the moment .Would I be able to receive a SOR and apply it to one of the Non Active accounts ?

Nope, for a SoR account to be eligible it must be unbound to any B.Net

Not true. Accounts that were created and payed at least once before SOR became available (march 2012 i think) are eligible. Even if they were bound.
