Just look at the massive roll of posts related to server crashes/shutdowns. My server suddenly stopped working, but people still could move around but not do certain things... I couldn't even loot anything or fight anything, including professions as well but the guild chat worked while general chat worked which was odd.

This happened back in ICC release, It should resolve itself but as for the servers that are down? Id say a fibre line is damaged or something, HIGHLY unlikely they would shut a DC down, Way too much to do to get a safe graceful shutdown on all systems and same with power up.
