Is there an item or is a hack that makes farming herbs/mining instant cast? I've tried to search and found nothing of relevance.

You can get faster pandarian mining/herbing/skinning with Forager's Gloves - Item - World of Warcraft =) (It roughly double's or triple's your speed! ).
