I've noticed people sell gametime for like $5-7 USD or a 7-10k gold. How does RAF gametime work? Are these services legit?
Can anyone explain the process to me?

Only the people who were greedy enough to buy 12+ months at a time and had the Annual Pass enabled were hit by the removal of their months by Blizzard.
I've bought 1 to 3 months every time I needed and I'm still rocking the Annual Pass on 2 accounts and I have no problems.
It basically goes like this;
They are mostly resellers. I use an english reseller who buys the time at $1.60 a month and he charges $2.45. They operate using stolen CCs. That is why the "unfreeze" codes always get removed but the RaF stuff (usually) doesn't. The resellers claim no liability because they're just that; resellers. They don't screw around with the stolen stuff. They're middlemen that keep clean. The chinese at the top who buy stolen CCs in bulk are the ones that get stuff done and make full profit off the fees except for the price they pay for stolen CCs. You can easily grab a CC list for several cents per CC and use it many many times before it gets detected, and they use them to their fullest before they get pulled.
They give you the unfreeze code so you can send them a RaF code, and then they pay for the month and you get your month. Blizzard automatically removes the month from the code once the CC bounces, but the RaF month is only removed manually so it stays unless they're asked to investigate (usually by the CC company or if they're otherwise alerted to it).
