    It's a custom blizzard editor, I wouldn't expect you to get your hands on it any in the near future.

    Think I read somewhere they require connection/login to Blizzard servers to work

    Like a lot of big game companies, Blizzard use their own game engine(s). Those programs are part of what they use to design the game. They've been showing their game editor in the past too. Like said previously, you won't get your hand on this, and those most likely require a direct access to their servers where they hold structured game data that they pack together to ship as an update later on, the usual thing.

    One of the more intelligent comments I've read on this site, +rep. Industry game editors are usually fairly janky (since they're not meant for the public and are constantly refactored) and generally only work outside of the data repository if they are built specially for public release (i.e., Hammer, SC2 Galaxy, etc). WoW is a particularly complex beast in terms of design and data infrastructure -- in all likelihood no one who doesn't work for Blizzard will ever in their lives touch the "WoW editor" (unless they are terminally ill and "make a wish").

    It reminds me of Mya but blizzard has their own game engine so it's probably blizzard proprietary.
