Paid Character Transfer Question

I looked at various different thread but I didn't find anything that directly answered my question as I am having some doubts.
I have 2 B.Net accounts Account A has the character that I want to transfer and Account B I freshly made today so I can transfer the account over.
Both accounts have the same last name So I was wondering If I actually did this so far correctly as I haven't actually preformed the transfer yet.
I still haven't entered the keys yet as I am not sure if there is a limitations to transfer TO a NEW account.

If both accounts have the same last name it shouldn't be a problem.
