Goblin Rocket Pack - Outside of ICC?

I have searched and found nothing.

I saw two players in WSG earlier using goblin rocket packs from ICC. I didn't screenshot because I assumed they were a different rocket pack rather than the conjured ICC ones, but I checked wowhead later and they were not.

So, how did they get outside of ICC with the packs? My only guess so far is that they've gone up to the gunship in ICC and then queued for WSG with the packs.

Well, they do two different things, rocket boots make you go fast, and the jetpack actually launches you through the air to a specific location.. so yea...

No, 100% rocket packs. I didn't see them use them, they were just equipped.

They were showing on their backs, too, like cloaks.

I used WI to get to the gunship and started it, my friend got ported to it and we had some fun. To my surprise the rocket packs could be worn outside until a relog, but couldn't find a place that would let us use them.
