11-60 is going to cost you 70-100$ no matter who, 2000 gold is 12$, GL with that.

I'd do it for 10,000 on Whisperwind (A). (paid in full in advance) That will cost you about 55-65$ via Chinese gold farmers. I can have you there in 4 days after finding a RAF partner if you can supply a level 80 toon to level them with. (can't be on the same account I'm power leveling) You also may get a RAF mount if the partner I find buys membership.
