Transfering Emblems VIA heirloom items?

If I buy an heirloom item with either Emblems of Heroism or the WG tokens, mail it to another character, can I refund it on the char I mailed it to and get the marks there?

They are talking about Heirloom items. Those are bound to account. Not bound to the character itself. Such as http://www.wowhead.com/?item=44102

So he is basically wanting to know if he used marks or emblems to buy an item that is bound to his account and can be sent to another toon if that toon can refund it and the marks on it.

you could do it til recently, althought i just reported my account hacked n they restored them on my alt
