Ice Crown innkeepers. How can I see them?

Well, I cant find the innkeepers in icecrown. I imagine it has to do with some sort of faction. Could someone link me the quest line plz? Also, does this teleport you to another place to access the innkeeper or what?

There is one in south east Icecrown, the Argent Crusade place which will give you a nice quest line.

There are quest lines in Icecrown to unlock other areas basically. If you start in argent vanguard area it will send you elsewhere eventually if I remember correctly.
