Most likely, yes, as long as those accounts do not have the same credit card or PayPal account tied to them.

I would say that if your name was tagged in a wave just moving the toon to another account probably wouldn't stop it from getting hit. That said your window of opportunity between when you were tagged and when they ban is probably going to be pretty slim. I know with the IS bans it seems like they collect names for a week, then ban at the end of that week.
As such you'd have to bot for say 5 days, then move to a new account. If you aren't hit by a wave and stop botting, I've never seen the account flagged to be banned later or anything like that. To blizzard you're just a regular joe. My main account was botted on quite some time ago and I've been playing it for a long time now without any bans even though it was botted previously.
They do not collect char names for bans; they collect account names.
Although there is no way to be 100% certain without testing it (botting a few days or so before a ban wave and then transfering to a new account), and it could only be tested by accident, really, since you don't know when a ban wave is going to happen. They will collect the botter's account name, put it on a list, and then some days afterwards, an AA employee will press the big red "ban" button and thousands or tens of thousands of people will be banned at once.
