Before you say, "Shaman Item" it clearing states it's ONLY for hunters. Spell damage was a viable stat once upon a time. Arcane shot used to be uber buffed by spell damage but Blizzard later nerfed this to make room for it's scaling with attack power, Seeing the hunter has Giant-Stalkers. Not saying he/she raided PRE-BC. Maybe so though. Spell-damage was viable, so many hunters still go for it.

Not necessarily noob, but negligence of patch notes.

Also:

It will increase your mend pet healing, but the total healing, not per tick, as with all HoTs. And serpent sting will get a bonus to total damage, not individual ticks, like all DoTs.

The +Damage and Healing will add to serpent sting, explosive and immolation trap, mend pet, and it will increase arcane shot damage, not just the cost.
