[Discovery] Second Developer's Playground

As I was roaming the ocean in Northrend I hopped across a strange patch of water west of Icecrown, which reminded me of OotHE's Developer's Playground south of Silithus.

Hmm, I did search for the last 7 pages that indicated anything with Developer's Playground and didn't find anything at all.
