Actually, thanks to the old arena tourney PTR, and some PTR stresstests, it was found out that you get that error when you try to buff an person with an <GM> tag you get that error

Yea I don't know why that error came up, I was trying to attack that blight falconer and it kept giving me that error. Then eventually I guess the mob reset or something and I could kill it.
