WotLK event, and for exploration no need to blur name. This is not breaking any rules.

You may now notice that there are various players / npc's infected with a green glowing aura in major cities... This debuff lasts 10 minutes and once it is over the infected player turns into a zombie (wich can infect other players)

There are also various Argent Dawn npcs located in major citys!

they will always put up somekind of event before a great patch release or expansion.
I can remember a scourge attack when the Naxx patch was released.
the attacks outside the dark portal before BC
and now this.

Apparently they're for the new Wotlk launch event just like TBC, Cept these healers are there to dispel the zombie "Infection" from spreading

So have fun.. Attack your own towns or the other factions and spread the plague!

-Quick edit: You can get the infection from either a zombie attacking you, or goto Booty Bay near the transporter to Gnomergan and click on the strange crates glowing green that are nearby it

I believe if you have the Argent dawn rep and the Argent Crusade rep you get some type of achievement.

and yeah the event is a disease spreading across azeroth
you can go to booty bay and you'll see some mysterious crates that you can interact with and you'll get a debuff for 10 minutes. after the 10 minutes you'll become a zombie and you basically want to infect everyone as well
