Looked all over. Not scholomance. And if it was I have no idea how I missed it.
My belief is instanced redridge mountains via BWL. BWL is a classic instance so it fits hint #2.

Im not doing this because Im not going to clear out an entire raid just to post a new pic. But id like to

Damnit! I knew this was Scholomance! The hint was in the image... more on that later...but when I was speaking privately with ProdFTW I let myself be convinced otherwise...I should have trusted my gut!

I have this one tonight, if someone doesn't beat me to it... I'm pretty sure that I know exactly where in the instance this location can be found...

...but to answer your question... if you're talking about the old Outland Testing Area that was long ago located somewhere West of Stranglethorn Vale... it is gone. No longer there... and can only be currently reached by Model Edits.
