The Orb of Draconic Energy from the quest to get the UBRS key can be used like the scrolls (pre nerf) to give your hands a glow. In this case it gives a shadowy glow.

Tried this, Only you can see the glow on your hands. Srry mate =\
This is the same with many other items that seem to make you hands glow, Only you can see it in the short time they are on before it says some error thing like "You cant use that here" or what eva.
