Have you tested it though? There's quite a few items with broken tooltips but they don't actually do what they say.

I don't know what class could need a dagger ( you must melee it to activate the buff) that needs mana that much.

Its nice for monks and paladins since they benefit from melee attacks but you lose alot of weapon dps and with that healing. Cant say its worth it.
