Confirmed to work but not exactly as OP states.
You need additional person with mining to do this.
It will works ONLY if there is mana in mining loot!
1. Don't be in party (not tested in party)
2. Both players tag same mob and kill it
3. Both players normally loot mob
4. First player mine basillisk and leave Ancient Mana inside
5. Second player now can mine mob endlessly without despawning it

You can do this on spawned basilisk too.

Wait, this has to work with Leather too right? Same process. After Mining Mob would despawn, same with Leather right?
