More of an update.

Currently EU the quest is bugged and you dont need to complete all dungeons to be awarded the quest completion.

yeah at me its 2/4 after accepting quest and another guild m8 made 4 mythic dungeons and got 0/4 progress still on this quest, so maybe not completable atm? :X

It's likely not bugged.
The quest, like all other weekend event quests, track the progress you did during the event prior to picking up the quest. So if you did 2 mythic dungeons prior to picking up the quest the quest will jump to 2/4 instantly or if you did 4 or more it will auto complete.

It's an odd thing but it's for people who do the weekend event but forget to pickup the quest. Quite impressive though that blizzard can track progress without the quest.

Yeah and can confirm this happened to me with one of the timewalking quests and already posted in that time. Not a bug.

Picked up quest on a brand new lvl 100. Barely done anything on it. It was auto completed... as in I turned it right back to the quest giver without moving a muscle. Maybe it shares progress with other characters? This is interesting...
