Completing The Time to Strike multiple times on 1 character

Hey guys, long time browser first time poster. I was able to do the apexis weekend quest multiple times on 1 character. Heres what you do

complete the quest normally on the character you want to do the quest multiple times on
leave your garrison (hearth somewhere else, walk out until it says youre in shadowmoon/frostfire, etc)
log out
log in to a level 100 alt that hasnt done the quest and doesnt have a shipyard? (not sure if you need those requirements, but thats how I was able to do it)
go to your garrison
talk with the guy who gives you the quest
log back in to your other character
go back to your garrison
you are now able to pick up the quest from seer kazal again

I managed to do the quest 3 times on 1 character. Its also worth mentioning you could potentially farm infinite apexis with this by buying 5 mission tokens from your garrison quartermaster with the 1k garrison resources you get every turn in.

this does not work for me, tryed with 2 lvl 100 one that had not begun with the quest to tanaan could not even pick up the quest, other one that had begun pick the quest went out from my garrison switched to main could not complete the quest on him. Tested on EU horde

Ok well I just did it again, here is exactly what I did

completed quest using one of the purchasable missions on main
turned in quest
turned in purchasable mission
left garrison (walked out into shadowmoon)
logged in alt (mine was in the vale when I logged in)
hearthed to garrison
did some table missions
talked to quest giver
logged back on main
walked back into garrison
picked up quest again

next time Ill record a video I guess

edit: also im NA ally, maybe you need to be one of those?

My friend was able to do it just now, maybe talking to the quest giver was the secret afterall
also I found some other people on the bug report forum and wowhead comments who have gotten it multiple times.

is anything but clear to me.

Does it mean I have to open the NCP talk panel only? Does it mean I have to open the quest page without accepting it? Does that mean I have to accept that quest?
