You don't have to be at any specific skill. Regardless if you have 1/700 or 500/700 it will still give points.

But it doesn't matter, I create new battle.net account and I still have all achievements.

There is never get a method, to get your account back.
Just create a new "WoW Account" to your Battle.net Account otherwise you can never get your account back.

This was a happy end, during the release of 6.1 !!!

I just lost my VANILLA ACCOUNT, I must crying more than you, in this case.
You can just create a new "World of Warcraft Account" on the same battle.net and you will keep the achievements and mounts.
