During the (bugged) quest "Bark for (Inset Brewery)"
you can just go to your questlog and abandon the quest
and you will have the ram for the rest of the buff time.

EDIT: Stupid and worthless

Its not bugged, completed it for the first time yesterday, just gotta pace it rite
and instead you can jsut go up to one of the goblins that gives you the first quest and ask him for a pair of reins, he gives it to you for 4 mins
