I check to a blueguy couple of months ago and he tell me the lower scaling ilvl is 615 so if you go 614- you're doing it a lot harder. If you have 685 for example, start removing the worst itemization offtiers until you reach something close to 615, you can go a little higher but not lower.
KEEP RINGS/NECKS/CLOACKS/WEAPONS/TRINKETS.
Weap/trink are selfexplanatory. The other pieces is beacuse you can enchant them. Your second priority to keep on items is the ones with sockets or good itemization. For example is you are a destro try to keep pieces with crit & multistrike or crit & mastery. Remove pieces with haste & versatility for example.
Am i right to say this would work for DPS too? Mobs in Proving Grounds scales according to your total average iLvl equipped,
Eg if you're mostly iLvl 640s.
You remove useless equipments to drop total average iLvl equipped.
Eg dropping shoulders, boots, gloves, bringing your total iLvl to 615.
This way, the mobs that spawn in PG: DPS will be scaled down to iLvl 615 too.
Oh, does Sockets actually work in Proving Grounds?
This works on an item by item basis not your characters ilvl. 615 per item does seem to be right around where the scaling stops. So not wearing a piece in a slot will hurt you since there will be no difference between wearing no piece and wearing a 615(ish) piece. Rather than take my word for it here is an actual rundown of the Endless Damage PG health for an Amber with various different bracers (sorry I did not have a 615 ilvl bracer to test with).

I am 680 ilvl and tried this in Endless mode with 636 ilvl but I didn't see any difference.
Sorry I know this is a bit of a necro. But I made an account to specifically state that this is bullshit and to clarify on how to best take advantage of proving grounds scaling. This information would also be relevant for tanks & bonus armour pieces. At the moment I am ranked #1 in the world for monk healing PG's and 8th healer overall. With the intention of pushing to 3rd/4th very soon doing the below.
You want to maximise all of your jewellery. That is pieces with spirit to the maximum possible ilevel. You should aim to have high ilevel trinkets or trinkets that are over budget (*cough* everburning candle) something with a heavy spirit proc is great, or with an on use effect like shards of nothing if you can afford the mana loss. Your trinket choices will depend on what class you play. But maximum ilevel neck/rings/cloak are cheesy as shit and you should do it.
After that you want to minimise your item level in all other slots to the absolute minimum. (600-615) with the intention of your average item level never dropping below 610. You can gauge how your gear swaps are affecting scaling by watching otos HP when wave 1 starts. It always begins at 144k and will increase as soon as the wave 1 mobs spawn.
The most important slot to lower is WEAPON.

Doing what I've said above can create a situation where you have 2k spirit and spam your face off. But where the mobs are scaled very very low and do no damage. This creates a lot of room for mistakes and you can be much less tactful.

EDIT: After reading some comments I want to clarify some things. The game assigns a higher weight to say a chest vs a bracer. It over values weapons and under values spirit massively. In general the scaling is easier the lower ilevel you are. This is 1) Because your spirit becomes more meaningful the lower the rest of your gear is and 2) your enchants make up a larger % of your stats at a low gear level.
Sockets are disabled
Having an empty bracer slot will make the game count it as containing an ilevel 600 bracer. So removing gear entirely is dumb.
The exact scaling is somewhat unclear but there is a calculation made for each item based on how "big" it is. But Otos health can never (ever) drop below 159k. If his health reaches this point you are gimping yourself by lowering any more gear.
TL;DR heavy spirit pieces and trinkets, with low weapon and armour & Otos health sub 200k = Free title.
