It is regarded as "Clever use of game mechanics" by most of the WoW community. It is NOT an exploit and the chances of getting banned form it is minimal.
Even with how awesome this trick is, there is a fragile balance between risk and benefit as explained by some of the post above.
Aside from the increase of DPS or HPS, your mana regen is also increased from spirit via the 5 second rule. Since you casted a spell faster in duration, you will get your mana regen from spirit sooner giving you extra ticks of mana (will be more noticeable in raids). The 5 second rule is: You will regain mana in and out of combat after 5 seconds of casting a spell or after a 'channeling spell' channeling duration. Priest and druids will benefit mostly from this because they have increased mana regeneration per point of spirit and they have instant HOTs. A priest can use the stopcasting macro on his or her renew spell--which is safer-- and use the timed 'macroed renew' after casting a Greater Heal, thus amplifying the benefits.
On the otherhand, using mods that changes your castbar develops minute system lag. The castbar 'progress' bar lags a little everytime you use the macro and the effects are cumulative (the minute lag increases the more you use it). Not only the castbar itself, but your animation and movement gets affected too.
My point is, use the Quartz addon as your training wheels, but as soon as you progress with your timing, you will time it by instinct, and thus by far the best method of doing this trick from my personal experience. You can test this by spamming a 1.5 second macroed heal (e.g. lesser healing wave, or lesser heal) on yourself at least 8x (depending on your latency), then int erupt the last heal prematurely. A heal will still land of you even if you casted your last heal for just half a second. You have to "chain" again to get the benefit repeatedly.

This isn't an exploit...blizzard even said they could be implementing a similar function into the wow client. And no, it's not banable. Pretty sure every decent caster class use this mod.

nahh I dont have much time to post and I don't play wow anymore, I play Warhammer and Fifa
So don't expect my rep to go up much, ppl don't rep admins either
and also supermods and admins have access to everything anyways, so it's not like rep does anything for useventho i would be above 1k if i hadnt lost 120 rep when we redid the rep system

I found out another thing about this, i tried it on a lvl 1 priest using lesser heal, i started spamming it when i came to the red bar and it started using the spell as fast as the global cooldown was gone until i was oom. It never showed casting bar, i dont know if it just did not show casting bar and it looked like instant heals because it had so short casting time but, id love if someone high level could try and tell us.
I use this on my mage and it works like magic!
But this is very old though.. Nice guide anyways!
