According to WoWHead it does scale to level. I guess you could check if it scales for spell power too, but otherwise I don't see much use for this item (since it was already proven it doesn't give those big of numbers).

I thought it was plausible because 2^32=4294967296 (possibly occuring from integer underflow) but then I read the rest of the thread.
