Leveling Mining Without Sufficient Skill in Pandaria

Either this is intentional and i am just stupid, but i just leveled my mining from 300 to 600 in Pandaria, using veins that was way beyond my level.
Can someone confirm that this is either intentional or bugged?

It's intentional, until you have the normal level to mine them, you will receive Ghost Iron Nuggets instead of Ores, 10 Nuggets = 1 Ore.
