I disagree. It is intended to increase movement speed, not necessarily in a battleground where it can give you an advantage over your opponent. But thank you for linking the other item. Have a rep point.

Well seeing as its only supposed to work outdoors in Dread Wastes its pretty good you got to use it in bg

The tooltip clearly states it is only usable in the Dread Wastes. It is an exploit.
