I think it is his method of trying to hype up his posts. Maybe he thinks that when people see other people repping a comment the rest of the people will follow suite. It seems like a tactic that works since he was up to about 10 rep until someone caught him posting ideas that were obviously belonging to other people an then someone removed a bunch of his rep.
