Edit: Figured it out sometimes the health change goes through with fort still up.

Does only seem to work on beasts, tried it on pretty much all other things and it doesn't work.

A few mobs it works well on are ;
Princess - Princess - NPC - World of Warcraft

Sin'Dall - Sin'Dall - NPC - World of Warcraft
Bhag'thera - Bhag'thera - NPC - World of Warcraft
Tethis - Tethis - NPC - World of Warcraft
King Bangalash - King Bangalash - NPC - World of Warcraft

All of which are quest mobs, but also you actively have people questing through STV and Elwynn ;P
People have started asking for help in Elwynn with Princess, STV is still all good though
