Still some people playing since bc who didn't get it to work. maybe there was something like a change in the past and they were inactive?

Not sure if this helps, but I didn't get it to work.... the tool tip for the "tree of life" form through this bug is slightly different than the regular tree of life form. It has a 5 min CD (instead of 3) and states it enhances thorns in addition to all the other abilities.... not sure if this helps at all.

Couple of things to note: The tree ID you're linking is an old ID, but it appeared to be the one that works. My troll druid doesn't have this ability.

I tried it on my druid as well. Created back in BC, done all the druid quests and it's a troll now. I wonder if it would've worked if she was still a night elf.

Could be, that was my suggestion. I've been resto at that time.
Having resto as 2nd should work too.

People should test this with warlocks and metamorphosis.
I tried and failed, but the tree of life didn't work for my droid either, so maybe it has something to do with the account (or maybe it just doesn't work with meta.)

It doesn't only work for tauren/nelf; my friend had it work on his troll druid.

I Xfer my druid right before 4.0 and ive been playing Resto/Moonkin Ever since.
