Magic Broom - Item - World of Warcraft

This mount works in arena. It has no cast time, and like all mounts cant be used in combat. You can however shadowmeld then mount or just get out of combat and mount.

Obviously the item drops from headless horsemen and will only work for a few days

Not when the actual mount is instant by default. You're not doing anything out of the ordinary, simply using an item. Hardly an exploit, sorry.

This. I am pretty sure Blizzard did not intend for the mount sold by vendors to be usable in the arena when the one that drops isn't.

You have the wrong broom, there is one that has a 14 day duration and one that has no duration but has "Requires Hallow's End". You can use the one without the duration in arena.
