Reliable ( or so i thought ) sources told me this was not part of a quest. But apperently it is, thus making this post completely useless >.<

trying to do this now, but once i got close to the spire i got DCd...now when i log back in and go forward an inch i get DCd again. I wonder if it's just me or some bizarre safeguard.

I had no problem getting inside the normal world version, but how did you get the portal to actually load you into the instance?

On second view that last SS looks a lot like the quest place.
