Probably because you have to put the macro on two seperate lines, like this:

/run if(not scm) then scm = SendChatMessage; end; function SendChatMessage(msg,type,lang,chan) scm("\124cFF00FFCC\124Hitem:19:0:0:0:0:0 :0: \124h" ..msg.. "\124h\124r",type,lang,chan);end;
/say DISCONNECT RISK: TRUE

For those who can't get the d/c macro to work, just link the achievement of the opposite faction (the one to kill the enemy faction leaders) in the general chat.

For the horde/alliance.
