It's worth nothing that BEFORE 3.3 this was common knowledge. Now, post 3.3, they changed the cooldown of transfers to 3 days, and made it so raid IDs no longer automatically reset on a transfer.
So while I know that resetting raid IDs is an age old concept, the game had changed when they changed it to a 3day period.
Also, like I said, its not that you should transfer every 3 days, as that would get quite expensive, its merely an added bonus when you server transfer.
And while some people haven't been able to get this to work, it has worked for me more than once, and has worked for other people. I'm thinking that there is another factor at play (maybe origin/destination realm type), and I'm looking into that.
Also, faction change DOES reset your lockouts I believe, but I'm not talking about faction change, I'm talking about server transfer.

i transfered from thrall to gorgonash and created a lvl 1 there (same name as the 80 i wanna transfer). so i was allowed to rename the char.
no new quest.
Doesn't work. A mate of mine and I both transferred a couple of weeks ago, still saved and got different ID's even though we did them together on our old server.
Yeah there seems to be a bug with blizzard right now that tends to do that, a while back my whole guild transferred after doing all but anub in ToC25 on tuesday, and when we got to our new server, we were all saved to seperate IDs.
I'm still looking into this, but so far I've had it work for me multiple times, transferring from: PvP / RP-PvP to a pvp server.. maybe it only works on pvp?
By the way, for whoever said "didn't reset my quests", I didn't say it would reset your quests or your argent tournament or whatever, I said it would reset your raid lockouts. And while some people haven't gotten this to work for them, some of them have as well.
