This won't get hotfixed.

1) Blizzard would have had to individually remove the meta impact effect of the Captain's attack manually. So it was done on purpose.

2) I don't think Blizzard really cares enough about BC achievements. It's like getting the Kara achievement. Way to go, /golfclap.

1) ... of course it "was done on purpose", read patch notes. All forms of knockback will not dismount you like they did before the patch, they did that to prevent griefing by Mages with Blast Wave/Slowfall or Druids/Shaman with Engineering Cloaks. This is a consequence that they likely didn't think about, since the Netherwing faction is not relevant anymore.
If people thought about this, we'd see a lot of reposts about this. Go look for Skyshattered. This is the only post 3.3 thread about this.

2) You never tried the Skyshatter race if you think the achievement is irrelevant, or even easy (since you pointed out the Karazhan achievement to show an example) simply because it's a BC achievement. It gets exponentially hard if you levelled to 80 because Riding Crops don't work past 70, and 310% mounts are automatically swapped to a 280% Netherdrake once entering the Netherwing zone.

I personally did not notice the knockback change within the patch notes so your post inspired me to go and get the achievement.

Im not entirely sure but the quest itself seems bugged anyway when u fly close to him he stuns himself wit hes own fireballs... :P Also since the knockback change the daily quest in Blades Edge "Bomb them Again" is also just as easy seeing as the Fel cannons don't dismount u any more

He still stunned himself before the 3.30 patch and it was often the only way for us to stay ahead and avoid losing the race. Now that we don't get dismounted, we can easily keep up with him and make sure he keeps get stunned (especially with the last race being very fast).

Don't use druid flight form, you'll lose the form and if you pulled aggro from flying trash mob you will go splat.
