Well if you root their feet in place I don't see how they could play DDR. Sounds like its working as intended.

I noticed this while battling Faction Champions in ToC10. I was assigned to controlling the Rogue mob through roots/cyclone. Cyclone had its normal DR (6->3->1.5), but roots lasted the full 10 seconds every time until immune (10->10->10).

I haven't really tested it if it works against players, but I'm assuming it will since the Faction Champions are pretty close to PvP mobs anyway.
