Every exploit takes something they intended to do and twists it into something they didn't intend.
For example - Blizzard intended auto-unstuck to be able to teleport you out of a bugged position, but they didn't foresee people using it to get on top of the IF auctioneer's platform.
When a piece of code is written, it's written to perform a certain function, but some people use it in such a way that it produces unintended results - thus the phrase "working as intended."
I repeat, blizzard did NOT intend for you to be able to block other people's water buckets while they were trying to put out the fire.
