To be technical, I was never a leecher... I joined when the site was new and leecher status didn't exist, and got over 5 rep before it was implemented

I have played a priest for 4+ years (getting rid of the account) ... off topic...
On topic... Penance has always worked this way, I don't know that it is a "bug" per se as it was mentioned as an "issue" in the PTR and Blizz has done nothing about it...

Penance is a spell

Not consumed

= Bug, and thus, exploit.

However, maybe blizzard just keeps it there to give some extra flavour to disc priest healing, making skill a little bit more of a factor.
