So I just tried it with a delight... still nothing. I tried with pygmy oil and a devlight that turned me into a pirate. I'm still a female pirate sitting in Dalaran, nothing. This doesn't work.

After actually looking into it a bit (googlign it and hitting the first website on the page: http://www.wowhead.com/?achievement=1793 ). Ya... you have to have gotten the title through Children's Week prior to doing this.
