This is actually a repost from about a month ago, but the old thread seems to have been deleted.

I don't know if something changed since last I tried this but:

#1 The person you are trying to get attacked by guards has to be neutral or lower with the guards faction. Any level 70 should be at least friendly.

#2 If you drop any kind of offensive totem like fire nova earthbind stoneclaw etc. the gaurds will automatically attack them.
