You can do the same thing on land. Send your pet it, let him keep aggro, spam range skills.
well i think that this essentially is an exploit as it allows the DK to do as much damage as he wants and his ghoul will still hold agro. I have done this once on my hunter and i was swimming and my pet was still holding even though I was using all my strongest moves, although at points the mob turned to attack me but almost instantly turned back on my pet, but this might be different with water walk/path of frost.
This is working as intended. Mobs will only evade if a path to their current TARGET is obstructed by some non-traversable terrain.
In this case, your ghoul has aggro which is the reason why it is not evading you. The ghoul is in combat range, has a perfectly fine path in the eyes of the monster.

I believe he is saying that he is doing enough damage where he SHOULD be pulling agro, however do to him being in the water he does not generate threat. I guess it might be a little like the how the ranged dps can not pull threat on Lurker in SSC.

This is an exploit, here let me spell it out slowly...
Something you need to know before you read this:
Threat is a value that a mob uses to determine who or what to attack.
Aggro is when a mob or player has generated enough threat to cause the mob to attack them.
Now, even if your ghoul had aggro, if you were to pass his threat, normally the mob would attack you. HOWEVER, it can't because you are on the water, so it resumes attacking your ghoul, ignoring the fact that you may have higher threat, whereas if you didn't have your ghoul out, the mob would just stare at you for a few seconds and leash back to it's spawn point, regenerating all it's health.
He could make his ghoul attack ONCE for ONE DAMAGE cause ONE THREAT, and no matter how much damage he dealt to the mob, it would continue to attack the ghoul, simply because his aggro table is being reset from standing on water. The ghoul is NOT on the water, so the mob attacks the ghoul, which keeps the mob in combat, thus keeping it from regaining health.
