don't know if this still works (it has worked on and off before) but if you're a hunter (preferrably high level) you can go in the water and shoot aimed shots at lowbies who are on deck fishing (lol!), then when they die feign death and the guards will not attack you...this may need to be tested.

yeah, as long as your positioned right, and by deck i mean the main wooden platform .

Feign death wont work against guards i try it all the time

This used to work, but since like 3 patches ago the guards in all goblin towns are resisting FD like 90% of the times.
There are still a few spots in Bootybay (on roofs) and some in the other towns from where you can shoot your enemies without the goblins reacting.

you can still place a snake trap however, the kill lowbies and wont get you killed

As long you are not close to guards they won't aggro that easy on level 70 (high level). Except some places like Argent Dawn HQ, the most imba defence ever.. :P

Heh, an idea as a rogue would be to quickly cheap shot, gouge, jump into the water use deadly throw then vanish. And if that dosen't work ask your nearest friendly Lock (Or use Nogg or a pot) and drown the guards. Dunno if you can still drown the guards... used to work, or so a friend tells me...

I don't think you can drown mobs, they don't have breath
