Use Rocket Boots for flag caps post-2.4

By "fixed", you mean "nerfed", right?

I am dead certain that it was an intentional nerf. They buffed Parachute Cloak to 30 seconds in 2.3, which really made me think like they supported this trick and would allow Engineers to have something useful :P

should work, but when you drop the flag keep in mind you cant pick it back up for another 4 seconds or something like that.

Let me clarify this. What you should do, if you want to continue using them, is to drop the flag by using the boots. As the timer on the boots runs out, jump off and click on the flag in midair. This requires little to no lag, as well as good timing, but it does work.
