Shorten the 30 sec equip cooldown

To shorten the 30 second cool down after equipping a USE trinket or neck such as the black temple teleport neck all you do is equip it and then relog and its ready. no 30 second wait. I am able to relog in under 5 seconds and its good to go. Remember if you go to any inn its also a instant logout not just cities.

heh, takes about 30 seconds to log in for me ^^ I'd rather wait a few seconds extra anyhow rather than relogging to remove the CD.

Dunno what you define as good computer if it takes you a minute to login to a game.
