Shorten the 30 sec equip cooldown

I'm way too lazy for this, but good find.

Kind of pointless methinks.


becuase if you need to use a cooldown within 30 secs, you are either in a BG or instance.

you can only insta log off in towns and cities and inns.

If not in one of these, there's a 20 second waitand then your login time.

Sorry, just not viable for use.
