Try donwloading a Mangos or Trinity core emulator instead of Arcemu. Arc is outdated and overall a shitty emulator.
As for the connection issue, your configuration files must be wrong.

Another fix to this: I got another SQL server that when I run it and close out, my other server runs perfectly. Honestly, I could easily see this as being a Win10 issue as well. But true enough, use a different emu! I use TrinityCore now, tysm
