Private Server for Twinks ?

I was thinking about custom pvp servers and i was wondering if there was a pvp server made for twinks, a server where you could choose your level like 19,29,39... and do battlegrounds with the best available gear for that level (heirloom, crafts, drops, low level enchanting and stuffs...)

does that kind of server exists ?
