How to download "the world" in world of warcraft ??

Hey, I would like to try to play world of warcraft mists of pandaria before I start playing WoW again.

My question is how do those who create "world" via MySQL, which you can download and then set up and play. In other words, how do they who download "the world" to there own files so you can create a mists of pandaria server?

I feel that this is a very odd question but hope someone can help me. And I can't find any ready MoP servers so I thought if I might be able to create one, and put out for others who may want to test it before.

I Feel that this was quite messy written if you have more questions, please ask them. will update the post if I come up with better explanations.

You would convert cache files into sql format to import into a database and read spawns from packet dumps. Also there is no emulator that supports MoP because it just came out the 25th.
